Jessica Berger is a Supervising Attorney in the Public Benefits Unit. She represents clients in a wide range of public benefits matters including Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medicaid, Medicare, and unemployment insurance.

Prior to joining Legal Aid DC in September 2024, Jessica was an attorney at the District of Columbia’s Office of the Attorney General in its Civil Rights & Elder Justice Section. She primarily investigated and litigated affirmative civil cases involving financial exploitation of older adults and people with disabilities. Prior to that position, Jessica worked at Bay Area Legal Aid in Oakland, California, where she represented clients in public benefits, domestic violence, and family law cases. She also engaged in impact litigation and advocacy work to combat the criminalization of people experiencing homelessness.

Jessica received her J.D., magna cum laude, from Georgetown University Law Center in 2015. Upon graduation, she joined the D.C. Affordable Law Firm (DCALF) as one of six inaugural fellows. She received an LL.M. Degree in Advocacy from Georgetown University in 2017.
